Strider Report Identifies More Than 800 Chinese Biotech Firms Linked to PRC Military and Security Services

PRC firms identified meet the enacted U.S. BIOSECURE Act’s definition of “biotech companies of concern” and pose risks to sensitive genomic data and national security

WASHINGTON, Oct. 8, 2026 /PRNewswire/ — Strider Technologies, Inc. (“Strider”), the leading provider of strategic intelligence, today published a new report identifying more than 800 People’s Republic of China (PRC)-based biotechnology companies with ties to the country’s military-, intelligence-, and internal security-affiliated institutions.

Signed into law in December 2025 as part of the FY2026 National Defense Authorization Act (NDAA), the BIOSECURE Act restricts U.S. federal procurement from, and funding to, “biotechnology companies of concern.” The law automatically covers firms on the Pentagon’s Section 1260H list and directs the Office of Management and Budget to publish and maintain an expanded list of qualifying entities. Strider’s findings offer the foundation for building out that list.

Strider’s report—Implementing the BIOSECURE Act: Hundreds of PRC Biotech Firms Linked to State Security Entities Pose Risks to Sensitive Genomic Data and National Security—reveals that portions of the PRC biotechnology sector are embedded within formal military procurement and research networks.

Some companies have more than one concerning affiliation. Specifically, Strider identified:

More than 350 PRC biotechnology companies registered as suppliers to the People’s Liberation Army (PLA), plus more than 200 others that are subsidiaries of those suppliers.More than 350 PRC biotechnology companies that have co-authored academic research with PRC military-, intelligence-, or internal security-affiliated organizations (“PRC entities of concern”) since 2020.More than 30 PRC biotechnology companies that have engaged in joint research on patents with PRC entities of concern since 2020.50 PRC biotechnology companies whose research has received funding from a PRC entity of concern.Seven PRC biotechnology companies that are owned, in whole or in part, by a PRC entity of concern.

Case studies in the report demonstrate the range of these ties. BGI Group (BGI) is a leading PRC-based genomics company that has received tens of millions of USD in subsidies from the PRC government and operates the China National GeneBank Database—the country’s first national-level gene repository and a centralized platform for biological big data sharing and application. ANNGEEN Technologies, a Beijing gene sequencing firm, has collaborated on patent research with the Ministry of Public Security’s Institute of Forensic Science to improve DNA testing methods used for forensic identification. And as of January 2026, DJI, a drone manufacturer on the Section 1260H list, held a stake of roughly 14% in EurekaBio, a leading PRC supplier of cell preparation equipment for the cell and gene therapy sector.

These include extending restrictions to commercial procurement, scrutinizing investment flows in both directions, and raising awareness of the talent risks tied to hiring from or losing personnel to these networks. Strider also urges policymakers to close the gap the law leaves around U.S. and allied companies with equivalent military and intelligence affiliations.
