Their Focus on China’s Two Sessions

Published

on

BEIJING, March 6, 2024 /PRNewswire/ — A report from Science and Technology Daily:

As the Two Sessions have convened, Science and Technology Daily is privileged to present insights from ten foreign experts who have shared their perspectives on four themes, namely, Beautiful China, Open China, Innovative China, and Inclusive China in this special edition.

These interviews provide a multi-dimensional look at China’s strides in balancing economic development and environmental protection in the process of promoting Chinese modernization.

Through these expert insights, we hope to foster a deeper understanding of the development and cooperation opportunities that lie ahead, not just for China, but for the global community as a whole.

New Productive Forces: Invigorating High-quality Development

The top Chinese leader’s call to harness new productive forces to promote technological advancement has emerged as a pivotal strategy in China’s journey toward realizing comprehensive modernization. The emphasis is on using innovation to achieve high-quality development.

Regions across China have intensified their efforts, since the beginning of the year, to nurture strategic emerging industries and future industries. This is part of a broader initiative to cultivate new productive forces and discover new avenues for growth.

According to Xinhua, Beijing plans to launch 100 sci-tech innovation and modern industrial projects, including NEV industry clusters and the health and medicine industry this year.

Italian scientist Francesco Faiola commenting on Beijing’s rapid transformation into an International Innovation Center said, “It also promotes high-quality development of new R&D institutes, supporting leading enterprises in establishing innovation consortia, and breaking through core technologies in key fields. These efforts aim to create an open innovation ecosystem with global competitiveness.”

This newly proposed term shows China’s commitment to bolster its domestic innovation landscape and enhance its capacity for international cooperation and partnership in cutting-edge sectors.

Recently, some experts have become more aware of China’s greater focus on sci-tech innovation. “With its new emphasis on innovative capacity and capabilities, Chinese leaders are hoping to move China’s economic activity into new higher value-added segments of the global economy,” said American scholar Denis Simon, adding that, “China will play much less of a reactive role in global economic affairs, but rather it will increasingly shape the nature of global competition.”

Simon also sees the global implication of the China-proposed concept. From his perspective, China should prove to be an increasingly attractive partner for collaboration and cooperation with the shift towards “new productive forces.”

As new strategic emerging industries play a more central role in defining the terms and conditions of competitive and development priorities, China’s new emerging areas of competitive strength should make its role as a transborder strategic partner more important, said Simon.

Based on these trends, he expects to witness a period in which collaborative partnerships with Chinese researchers become much more mainstream.

Openness, Cooperation Key to Sci-tech Advancement

In recent years, China has significantly expanded its openness and collaboration in the sci-tech sector, building upon its 46-year journey of reform and opening-up. This process has involved not only sci-tech exchanges and joint research programs but also people-to-people communication, which shows the nation’s commitment to fostering an open and inclusive research environment.

“I think China is the best place for promoting research, motivating young people, and gaining governmental support in research,” said German expert Ömer Sahin Ganiyusufoglu, an industrial development consultant at Qingdao International Academician Park. He noted China’s long-term strategic vision and potential in advancing research and development.

This is aptly demonstrated by Italian scientist Francesco Faiola, who in 2014 became the first full-time foreign researcher at the Research Center for Eco-Environmental Science of the Chinese Academy of Sciences (CAS), and established the stem cell toxicology research group at the Laboratory of Environmental Chemistry and Ecotoxicology.

“One of the primary motivations is the ability to access world-class research facilities and resources, which can increase productivity and efficiency in research and development,” said Faiola.

Beyond professional opportunities, China has streamlined the integration of international experts into its society. This includes simplifying visa processes and offering comprehensive support services for foreign experts. Moreover, the government has eased the path to permanent residency for foreigners who have made significant contributions to the country, further proving that China is a welcoming hub for global talent.

China has made great strides in scientific fields, such as artificial intelligence, quantum computing, space science, and environmental sciences. These have not only marked its breakthroughs but have also attracted international experts keen on joint research, which fully proves that China’s rise of sci-tech power provides opportunities instead of threats to global progress.

British scientist from Tianjin University Peter Taylor said, “A rising tide floats all boats and progress benefits everyone,” adding that “Breakthroughs made in China and made known through publications and talks can be used in other countries to benefit their activities.”

He is not the only person who sees the great value of China’s increasing openness. Faiola highlighted these mutual benefits, saying, “Foreign researchers and institutions are eager to join their Chinese counterparts in these advancements, presenting numerous opportunities for joint research projects.” He further emphasized the dual advantages of such collaborations: scientific advancement and economic benefits.

Getting access to the vast Chinese market through collaborations offers foreign researchers and institutions opportunities, such as licensing agreements and joint ventures. “These incentives foster a more collaborative and productive relationship, ultimately benefiting both parties in advancing science and technology,” he said.

Echoing this, Denis Simon, a distinguished fellow at the Institute for China-American Studies reflected on China’s substantial progress made in the sci-tech sector, noting its crucial role in addressing global challenges like climate change and the global health sphere. “There is no global problem whose meaningful solution will not require ample Chinese participation,” said Simon, adding “The days of the ‘Lone Ranger’ in international Sci-tech affairs no longer exist.”

China’s 14th Five-Year Plan for Economic and Social Development (2021–2025) also stated that China will implement a more “open, inclusive, mutually beneficial and shared” strategy for international sci-tech cooperation, and will more “actively integrate into the global innovation network.”

Simon adds that, not only is China’s central government highly active in promoting cross-border collaboration, but also many provincial and municipal governments increasing their presence in international cooperation.

According to Henry H. Radamson, a Swedish scientist working at CAS, China’s openness is not just lip service. “China has Mars probe and satellite projects and made a space station an open platform for international cooperation. Many countries are participating in the experiments in China’s space station,” he said. As of 2023, there had been nine projects involving some 17 countries and 23 entities selected among the first batch of scientific experiments to be carried out on the station.

“China is dedicated to its peaceful development, fostering global friendships and cooperating with countries around the world, regardless of their wealth,” said Ganiyusufoglu, illustrating China’s inclusive approach to international cooperation and its capacity to set new global standards. He further explained, “China is willing to share its knowledge, expertise, and talent with the world.”

Making ‘Beautiful China’ a Reality

To build a “Beautiful China,” the country is improving its biodiversity conservation policies and creating a new framework for sustainable development. Many foreign experts who have lived in China for a long period, are witnesses to the country’s significant progress in ecological conservation over the past decade, confirming the success of China’s approach to harmonizing ecology and economy.

Michael Crook, who has lived in Beijing for more than 50 years and is one of the founders of the Western Academy of Beijing, is very impressed by China’s environmental protection and responsible ecological policies, especially in the areas of biodiversity, clean energy, and pollution management. As China expands its infrastructure projects and builds cement roads to connect the most rural villages with the outside world, environmental protection remains a top priority, said Crook, citing his own travel experience to Xizang in 2023, where the environment is not disturbed at all by the construction of roads and railways.

The use of clean energy, such as electricity and solar power, has helped drive China’s transition to a low-carbon economy and plays a key role in the global fight against climate change, said Swedish scientist Henry H. Radamson, a full-time researcher at the Institute of Microelectronics, CAS. “Chinese electric cars are running almost everywhere in the world,” he said. “While others are still talking, China has gone ahead and done it,” Crook also spoke highly of China’s clean energy boom, which serves as an example to the entire world.

Francesco Faiola, an Italian professor at the Research Center for Eco-Environmental Science, CAS, has seen firsthand China’s efforts to prevent pollution at its source. As his research focuses on the effects of pollutants on human health, Faiola pays special attention to China’s environmental protection and pollution management. “I strongly believe that China will achieve its dual carbon targets, even though they’re quite ambitious because China has invested a lot of money and effort in green development,” he said.

“China has not only done a great job for itself, but it’s leading the way and helping the world become a better place,” said Crook, hoping that China’s experience will be shared globally, in the same way as its electric cars are being exported.

Faith: The Spark Born by the Yudu Riverside

Published

on

By

BEIJING, Oct. 18, 2026 /PRNewswire/ — An interview from China.org.cn with Wang Xiaohui and David Ferguson on the Long March:

David Ferguson:

This is the Yudu River. One dusk in October, 1934, more than 86,000 soldiers of the Red Army crossed this river and embarked on the Long March, a two-year saga that has left its mark in history.

Yet, lingering here by the river, I am struck by a simple question: If you have faith in a bright future, and reality seems to thwart you at every turn, where do you find the moral strength to keep believing?

Wang Xiaohui:

At dusk on Oct. 17, 1934, an army of more than 86,000 troops gathered along the banks of the Yudu River. Over 800 boats of all sizes floated on the water, bound together with planks collected from villagers’ home gates, timber beams, and even coffin boards reserved for elderly locals. The people of Yudu built this pontoon bridge, determined to help the army led by the Communist Party of China (CPC) cross the river.

At that time, no one knew that the great expedition embarked upon by the banks of the Yudu River would go on to transform China and exert far-reaching influence across the world.

China in the 1920s and 1930s was plagued by chaos and despair.

The Kuomintang (KMT), the ruling party back then, was not capable of unifying the nation, leaving warlords locked in endless fighting. In 1931, Japanese invaders launched an assault on northeastern China, beginning their invasion. Crushed under domestic turbulence and foreign aggression, countless civilians were displaced, with many even starving to death on the streets; in certain regions, severe drought resulted in zero harvests, yet the farmers were forced to pay land taxes assessed for more than a decade into the future.

Amid this turmoil, the only glimmer of hope for the Chinese nation was kindled by the revolution ignited by the Communist Party of China.

The CPC, dedicated to winning liberation for the people and national independence, built contingents of workers’ and peasants’ Red Army troops and revolutionary base areas across the countryside. Impoverished farmers were granted land ownership, as well as unprecedented political dignity. On Nov. 7, 1931, the Chinese Soviet Republic was officially proclaimed in Ruijin, then a small village in southeastern China’s Jiangxi Province, establishing a Soviet system under which workers, peasants and soldiers elected representatives to run regional affairs and make policies.

The communist ideal of a fair society free from exploitation and equality for all blazed like a spark in the darkness; it kindled hopes among impoverished Chinese and became the wellspring of faith that enabled the Red Army — a force made up of poor workers and peasants — to overcome all hardships in the days to come.

Yet, bright as the spark was, it burned thin and fragile at times. Could this flame still endure when the ideals it carried were repeatedly battered by harsh reality?

In September 1933, flocks of warplanes clouded the skies over the Red Army’s revolutionary base areas. By then, Japanese invaders were steadily advancing towards North China, but Chiang Kai-shek’s KMT turned a blind eye to the looming national crisis. They mobilized over a million troops and more than 200 aircraft to launch a massive offensive at the Red Army’s base areas. Over the previous three years, Chiang Kai-shek had mounted four major military “encirclement” campaigns aimed at exterminating the Red Army, but all ended in failure. He was desperate for a pivotal victory to restore his prestige and to wipe out the CPC and the Red Army.

At the time, the commander of the Red Army abandoned mobile warfare tactics pioneered by Mao Zedong and other commanders, opting instead for rigid positional warfare involving conventional head-on clashes. But the reality was, some Red Army units didn’t even possess a single light machine gun; how could they confront the heavily-armed KMT army head-on?

Zhong Ming, a Red Army medic, could never erase the memories of gravely wounded soldiers being carried to his aid station. He remembered how a soldier whose chest was blown open begged his comrades to end his life. At the frontline, a whole battalion of Red Army soldiers religiously followed orders to defend crude earth-and-wood bunkers, but under the constant barrage of KMT artillery and airstrikes, every soldier in the battalion laid down their lives; not a single man survived.

What’s more heart-wrenching is that no matter how fearlessly the Red Army fought, the steep imbalance in military strength, paired with erroneous military command led to irreversible losses. By October 1934, the KMT’s iron-clad encirclement closed menacingly around Ruijin.

Faced with this dead-end, what decision would you make?

This stood as the most agonizing decision for the Red Army. The biggest challenge lay not in sacrificing one’s life for an ideal, but in finding a way to keep the revolutionary cause alive.

To stay meant defeat — the Red Army had no room to maneuver within the Central Revolutionary Base Area. To break through the encirclement, however slim the odds, offered a fighting chance. Preserving the Red Army as a living force mattered much more than clinging to isolated strongholds. Where the spark survives, the path ahead remains lit.

The air already turned chilly in October. Units of the Central Red Army assembled in Yudu to prepare for a strategic shift. The plan was kept strictly classified; none of the soldiers knew they were evacuating the base areas, only sensing an unusual vibe.

At dusk on Oct. 17, crowds lined up at the Yudu riverbank. Tens of thousands of villagers flocked from every corner to see the Red Army off. They walked alongside the marching columns, slipping food like eggs and glutinous rice balls into the soldiers’ pockets, praying for their swift homecoming.

The main force of the Central Red Army set off. Within days, they left behind revolutionary base areas where they had survived, grown and taken root. No one anticipated that the journey they embarked on would become the Long March, a trek spanning over 10 provinces. Still less could anyone imagine that this journey would ultimately pave the way for a brand-new China.

Looking back on this chapter of history, many claim that the Red Army only set out on this expedition because the enemies left them no other choice. To a degree, yes, the Long March was indeed a forced strategic shift, yet this fact does nothing to diminish its greatness and glory.

The ordinary Red Army soldiers had no idea how far they would march, or where they were heading. But they clung firmly to their founding mission: to deliver liberation for the people and independence to the nation. This unswerving conviction kept them from disintegrating through countless perils, sustaining them as they marched into the unknown with resolve.

David Ferguson:

I now realize that faith and ideals untested by harsh reality may have no true substance.

Since its founding, the Communist Party of China has always upheld the realization of communism as its fundamental goal. Despite devastating losses and extreme adversity, the Red Army continued to press forward resolutely and never faltered. Its inner strength came from an unshakable belief in the cause, an unwavering commitment to the founding aspiration, and a profound sense of mission. The Red Army was never fleeing pursuers in search of safety; it was marching forward to a future in which it had a steadfast belief.

Wang Xiaohui:

The Long March went on for two years. The Red Army trekked 25,000 li across some of China’s harshest terrain, but they kept their heads high, seeking hope amid despair and marching towards light through unending darkness. The lofty ideals and sense of mission they upheld have also become the torch that guides generations of CPC members in the following centennial, tempering them into steel as they press forward unswervingly toward national rejuvenation.

That spark lit along the Yudu River has never dimmed since.
