Tool-First Data Governance Creates Activity Without Impact, Finds Info-Tech Research Group

Published

on

Expanding AI initiatives are increasing pressure on organizations to provide trustworthy data, but many governance programs remain fragmented or focused on management mechanisms. Info-Tech Research Group’s Activate Data Governance blueprint provides data and IT leaders with a four-phase methodology to clarify decision authority, establish guardrails, and embed governance into how the organization operates.

ARLINGTON, Va., Aug. 31, 2026 /CNW/ — Every organization that uses data already has some form of data governance because decisions are being made about how data is defined, accessed, shared, and used. According to Info-Tech Research Group, the problem is that these decisions are often fragmented across risk, privacy, finance, product, and legacy data management practices. Without a consistent framework, teams may resolve the same questions differently while investments in catalogs, glossaries, and technology create activity without measurable impact.

To help organizations establish a consistent system for data-related decisions, Info-Tech’s Activate Data Governance blueprint explains how to identify the decisions that matter, direct them to people with the appropriate authority and expertise, codify the outcomes into guardrails, and integrate governance into existing organizational structures.

“Data leaders often reach for glossaries, catalogs, and quality tools first because those mechanisms feel actionable. The problem is that tools cannot decide what ‘trusted’ means, who has authority, or which trade-offs are acceptable,” says Nysa Zaran, research director at Info-Tech Research Group. “Those are business judgments. Governance starts when the right people make them and turn the outcomes into guardrails the organization can apply.”

According to Info-Tech’s Future of IT 2026 Survey, 72.5% of organizations are currently invested in data management solutions and plan to increase that investment. Improving data governance also ranked as the leading data priority both for supporting AI goals, cited by 30%, and outside AI, cited by 40%. The firm emphasizes that the findings point to a disconnect between investment in management solutions and the unresolved governance decisions needed to guide them.

Key Data Governance Pitfalls
Info-Tech’s blueprint identifies three common misconceptions that can derail data governance efforts:

Mistaking governance for management: Beginning with tools, catalogs, quality mechanisms, and documentation before determining which decisions must be made and who has the authority to make them.Oversimplifying ownership: Assigning a single owner to data that spans multiple domains and functions without accounting for shared value, risk, and decision-making responsibilities.Misinterpreting activation: Equating activation with assigning management tasks while decisions tied to value, risk, and acceptable use remain unresolved.

Info-Tech’s Four-Phase Framework to Activate Data Governance
The Activate Data Governance blueprint recommends that organizations activate data governance through the following four phases:

Phase 1: Define the Decisions the Organization Needs to Make. Identify governance drivers, connect data issues and risks to organizational objectives, and articulate the purpose of the governance program.

Phase 2: Define the Decision-Making Framework. Align governance with existing organizational structures, clarify roles and membership, and establish processes to raise and escalate issues.

Phase 3: Establish Critical Guardrails. Define governing principles, foundational policies and processes, performance measures, and the organization’s Data Governance Charter.

Phase 4: Activate Data Governance Within the Organization. Prepare Day 1 Agendas, secure strategic approval, host initial governance meetings, and establish an ongoing cycle for monitoring and validating guardrails.

Info-Tech’s Activate Data Governance blueprint is supported by templates and tools that help organizations apply the methodology, including the Activate Data Governance Decision Log, Activate Data Governance Handbook, Data Governance Day 1 Agenda, Activate Data Governance Workbook, Data Governance Charter Template, and Data Governance Policies Package.

MONETT, Mo., Aug. 31, 2026 /PRNewswire/ — Jack Henry & Associates Inc.® (Nasdaq: JKHY) today issued the following statement on its response to a recent cybersecurity incident:

“Jack Henry recently detected a cybersecurity incident within a limited portion of our internal, non-production corporate environment. No client-facing systems, operating systems, core platforms, or daily processing services were accessed or disrupted, and they all remain secure and fully operational. We did not experience any system outages.

Protecting the financial institutions we serve and maintaining transparency are fundamental to everything we do at Jack Henry. We recognize and deeply regret any concern this incident may cause to our clients and their accountholders. Based on our investigation to date, personally identifiable information (PII) data for fewer than 10 clients was impacted. We have notified our more than 7,200 clients that an incident occurred, and we are working directly with the affected clients. We are offering two years of credit monitoring services to impacted financial institutions to provide to their accountholders.

Based on our investigation, the incident began with a sophisticated social engineering attack commonly known as vishing (voice phishing) initiated by a threat actor identified as ShinyHunters. Our security controls operated as intended to rapidly detect and contain the unauthorized activity. Upon detection, our teams immediately deployed specialized protocols to secure the network, isolate affected systems, and further heighten safeguards. We partnered with an independent third-party cyber forensics firm to support our investigation and response efforts and are actively collaborating with federal law enforcement.

This incident involved an extortion attempt, and we are not making any payment to the threat actor. We have determined that the incident is not financially material to the company.

Cyber incidents are an industry-wide reality, and our commitment to standing as a vigilant line of defense remains absolute. Through proactive monitoring and our rapid response framework, we effectively mitigated the threat and maintained operational integrity.

We deeply value the trust our clients place in Jack Henry and will continue to keep them informed as part of our commitment to transparency.”
